North Korean leader Kim Jong Un has promised to meet "frequently" next year with President Moon Jae to discuss the denuclearization of the peninsula in a rare letter sent to Seoul, Moon's office said on Sunday.

The isolated northern leader has met with Moon three times this year twice in the village of Panmunjom located in the truce of the border and once in Pyongyang, the northern capital, with a push for reconciliation.

During Moon's visit to Pyongyang in September, Kim promised to make a return visit to the southern capital, Seoul, "as soon as possible," citing speculation that he could surrender by the end of May. year.

But the long-awaited trip has not yet materialized, leaving the young leader with "much regret," according to Kim's letter sent to mark the end of the year, said Moon's spokesman .

The leader of the North "has expressed his determination to go to Seoul while observing the future situation," said Kim Eui-kyeom to the press.

Kim Jong Un also "expressed his intention to frequently meet Moon in 2019" in order to seek peace and "solve the problem of denuclearization of the peninsula together," said the spokesman.

The grievor did not explain how the letter was delivered.

Moon praised the latest message, saying Kim had also expressed "his active intention to materialize the agreements" reached in his previous summits with the US and the South, without further clarification.

"I welcome President Kim's intention to solve the problem of denuclearization together by meeting frequently, even next year," Moon said in a statement.

The two neighbors remain technically at war after the 1950-53 Korean War, which ended with a ceasefire instead of a peace treaty.

Moon, a former human rights lawyer, advocated dialogue to push the impoverished but nuclear-armed North towards denuclearization.

Cross-border links have improved significantly in 2018 through a series of reconciliation gestures, including a historic summit with US President Donald Trump in June in Singapore.

But the progress made in pushing the North to give up its atomic arsenal is blocked, while Washington and Pyongyang accuse themselves of dragging their feet and acting in bad faith.

Critics say that North Korea has made no concrete commitment and that its nuclear weapons are unlikely to be surrendered, while Washington's policy of maintaining pressure through isolation and sanctions has left city ​​boiling.

Trump said last week that he "looked forward to" his second summit with Kim, which should take place early next year, according to the United States.
